Dubai's drinking water is mainly desalinated seawater, treated and delivered by DEWA, which states that it meets WHO standards. DEWA's responsibility ends at your building's meter. After that the water passes through the building's underground and rooftop tanks, booster pumps, internal pipework and your water heater. Those belong to the owner or landlord, not the utility.
That is why two flats on the same street can taste different, and why we start with a test, not a sales pitch.
What the regulator requires of buildings.
Dubai Municipality's technical guideline DM-HSD-GU17-DW2 (issued 25 September 2024) says, in summary:
We do not clean tanks and never recommend DIY chlorine treatment of drinking-water tanks. If your tank is the problem we will say so and point you to an approved contractor. Our tank guide and landlord letter template cover who to ask and what to cite.
On the numbers people quote.
DEWA's reported network averages are around 60 mg/L total hardness and 254 mg/L TDS [VERIFY: DEWA Sustainability Report 2025, p.58]. On common hardness scales that sits at the soft-to-moderately-hard boundary, not "very hard". Yet many flats see scale, because heating water deposits minerals and because older buildings and villas can be supplied differently. TDS is also not a safety test: it counts dissolved solids, including harmless minerals. So we measure your tap instead of repeating a figure.
A "10-stage" label tells you nothing until you know what each stage removes and which standard it was tested to. A Dubai water filter has to be matched to your building, your tank and your plumbing, and the same unit can suit one flat and be pointless in the next.
For chlorine taste and odour and for sediment, carbon and sediment cartridges are often enough, cost less and waste no water. Look for NSF/ANSI 42 (aesthetic effects such as chlorine taste and odour) and NSF/ANSI 53 (health-related claims) on the specific model, not just the brand. A UAE water filter without a listing for the model in front of you is a claim, not evidence.
RO pushes water through a membrane that rejects most dissolved salts, and gives the cleanest-tasting drinking water. Two trade-offs to know before buying:
Check for NSF/ANSI 58 on the model.
Protects pipes, heaters, appliances and every tap, usually with a sediment stage and carbon, sometimes a softener. Worth it when you see scale, sediment or chlorine smell at every tap, and for villas with a private tank. It does not make drinking water "pure" on its own; pair it with an RO tap for that.
They reduce chlorine. They do not soften hard water or remove limescale. Look for NSF/ANSI 177. Cartridges are consumables, so ask the replacement interval and price before buying. We found no reliable evidence that Dubai tap water causes hair loss; if you are losing hair, see a doctor first.
UV inactivates many microbes but does not remove chemicals, taste or sediment. It suits a clean supply you want extra disinfection on, not a dirty one.
Not always. If your water tastes fine, your building tests clean twice a year and you have no scale problems, a basic carbon filter, or nothing, may be enough. We would rather tell you that than sell you a system.

Summer heat warms rooftop tanks and exposed pipes. Neglected tanks are one reason the twice-a-year cleaning rule exists.
Empty flats over summer travel: water stands in the pipes. Run the taps for a few minutes after you return before drinking.
Desert dust gets into poorly sealed tanks and vents; a sediment pre-filter helps.
Desalinated supply is remineralised before delivery, so it is low in some minerals and many people notice the taste.
